CONSTITUTION
AND BY-LAWS
OF
THE NAPA-SOLANO CHAPTER
OF
THE
INTERNATIONAL
CONFERENCE OF BUILDING OFFICIALS CODE
COUNCIL
(As approved by the
Executive Board)
Article I
Name and
Objectives
Section 1 This organization shall be known as the
NAPA-SOLANO Chapter of the International Conference of Building Officials Code
Council.
Section 2 The objectives of the organization are:
(a) To place the public welfare above all
other interests and to apply the special knowledge and skill of the Building
Official to the benefit of society.
(b) To build up the prestige of the Building
Official to provide sufficient qualified personnel adequately compensated, to
establish minimum standards of what a building department is and to secure
adequate recognition and proper place in the administrative organization.
(c) To investigate and discuss the principles
underlying safety in the construction, occupancy and location of buildings and
related structures.
(d) To develop, recommend, and promote uniform
regulations and legislation pertaining to building construction
and to encourage uniformity in code interpretation.
(e) To develop, maintain, and promote the
adoption of International Code Council Codes and related documents and any
other codes adopted by the State of Conference of
Building Officials Code Council.
(f) To advise and assist in administration
of building laws and ordinances.
(g) To promote and maintain "Home
Rule" of building regulations on a local level.
(h)
To do all such
other things as are incidental to or desirable for the attainment of the above
objectives.
Article II
Membership
Section 1 The membership shall be confined to:
(a) Active
members.
(1) Building officials, Building, Plumbing,
Mechanical, and Electrical Inspectors of all the cities and counties
represented in this organization.
(b) Associated
members.
(1) Members of the industry and other persons interested
in or allied with building construction.
Section 2 All members shall be entitled to
participate in meetings and discussions and to membership on committees. For
the purpose of bringing up matters for discussion, all members may make and
second motions.
Section 3 Each city and county shall be entitled to
one vote by an active member on all legislative matters.
Section 4 Dues for membership shall be fixed in the
By-laws.
Article III
Officers
Section 1 The officers shall be the President,
Vice-President, Secretary, and
Treasurer all of whom shall be active members
REPRESENTING THEIR JURISDICTION at the time of their election to office.
Section 2 The President, Vice-President, Secretary,
and Treasurer shall be elected for a term of one year starting on January first
of each year.
Section 3 A vacancy in the office of President
shall be filled by the Vice-
President. A vacancy in the office of the
Vice-President shall be filled by the
Secretary. A vacancy in the office of Secretary or
Treasurer shall be filled by a majority vote of the membership present at any
regular meeting.
Section 4 When an officer ceases to be employed by
a building department, he will automatically be relieved from office.
Article IV
Meetings
Section 1 Regular meetings will be held monthly -
the first Wednesday of each month at a time and place selected by the
membership, to transact such business as the organization may select. Special
meetings shall be held as and when called by the President or when requested by
the membership.
Section 2 Complete records shall be kept by the Secretary
of all proceedings and actions that transpire at all regular or special
meetings.
Article V
Amendments
Section 1 Proposed amendments of this constitution
and By-laws may be submitted at any regular or special meetings provided that
the proposed amendment or amendments shall be signed by five (5) members of the
organization. The proposed amendments shall be discussed and all members notified,
and shall be voted upon at the next regular meeting by the membership and shall
receive a majority vote of 2/3 of the active members in attendance and
qualified under Section 3 Article II, for final adoption. Amendments shall be
submitted to the Executive Board of the International Conference of Building Officials
Code
Council for approval. The effective date of amendments will be thirty (30) days after ratification of the Executive Board
of the International Conference of
Building Officials Code Council.
Article VI
Dues
Section 1 Dues shall be reviewed and set by the
Board, and approved by the membership on the last meeting of each year.
Article VII
Distribution of
Assets
Section 1 On the dissolution or winding up of this
association, its assets remaining after payment of or provision for payment of,
all of its debts and liabilities shall be forfeited and surrendered to the
International Conference of Building Officials Code
Council.

Article VIII
Annual Reports
Section 1. The
Treasurer shall render a financial report to the membership on the last meeting
of the fiscal year.
Article IX
Order of Business
Section 1 Parliamentary procedure shall be as
defined in Robert’s Rules of
Order.
Section 2 The order of business of this
organization shall be as follows:
1. Roll call of
officers.
2. Approval of
minutes of previous meeting.
3. Communications.
4. Reports of
officers and committees.
5. Program of special
speakers.
6. Unfinished
business.
7. New business.
8. Election of
officers.
9. Adjournment.
