This Training provides guidelines and procedures for making post-earthquake building safety evaluations. The purpose of these evaluations is to determine whether damaged, or potentially damaged, buildings are safe for use or if entry should be restricted or prohibited. This training provides procedures for two different levels of safety evaluation and advice on evaluating structural, geotechnical and nonstructural hazards:

·         Where to look for damage and;

 

·         How to rate the safety significance of damage.

 

This class will train credentialed persons (licensed civil engineers, architects, or certified building inspectors and plans examiners) to be SAP Evaluators to work in the field posting buildings and infrastructure for safety or usability, and will train building officials and emergency managers to be SAP Coordinators, using best practices to manage the field activities. An ID badge will be issued to credentialed persons. Non-credentialed persons may also attend, and receive a class certificate. Each participant will receive a current Post Disaster Inspection Identification card issued by the Governor’s Office of Emergency Services. The program is sanctioned through the Governor's Office of Emergency Services OES.

CREDITS: This course is approved for on-going education hours.

A certificate of continuing education will be provided at the conclusion of class. 

SPEAKER: Glenn Schainblatt, has been a Building Inspector since 1985. He has currently served as the Building Official of the City of Sebastopol for the last ten years and prior to this was the Senior Building Inspector for the County of Sonoma for seventeen years. He is also currently a CALBO Instructor and is also the trainer for CAL OES’s SAP Program. He is the Executive Board Member for CBOAC and REACO and also the Education Committee Chair for REACO. He also is the Building Liaison to the County Fire Prevention Officers.

LOCATION: Solano County Event Center, 601 Texas Street, Room B, Fairfield, CA (The Old County Library with the Statue of Chief Solano in the Front Yard)

  • From San Francisco: Take the Fairfield/West Texas Street exit.  Merge onto West Texas Street and continue 1.4 miles.  Turn right on Union Avenue.
  • From Sacramento: Take exit #44 W Texas Street/Rockville Road. Continue straight 0.3mi then turn left at Rockville Road.  Pass under the freeway, then continue 1.4 miles on W Texas Street. Turn right on Union Avenue.
  • Park on the first or second floor of the parking structure.  Parking passes will be provided at Registration.

TIME: Sign-in begins at 8:00 am; the Seminar will start at 8:30am and end by 5pm.

Spend this day with Glenn Schainblatt, learning about the changes for the Means of Egress as provided in Chapter 10 of the 2013 California Building Code.

This class is a must for anyone interested in learning more about egress and the changes in the 2013 Building Code. This course is also geared for those individuals interested in advancing in their careers. Course participants will be able to understand and implement the basic exiting requirements of Chapter 10 of the 2013 California Building Code.

Learning Objectives:

  • Course participants will be able to understand and implement the basic exiting requirements of Chapter 10 of the 2013 CBC.

  • Course participants will be able to understand the relationship between building and fire officials in enforcing Chapter 10 regulations.

The purpose of Significant Changes to the California Building Code 2013 Edition is to familiarize building officials, fire officials, plans examiners, inspectors, design professionals, contractors, and others in the construction industry with many of the important changes in the 2013 California Building Code (CBC).

This course is designed to assist those code users in identifying the specific code changes that have occurred and, more important, understanding the reason behind the change.

SPEAKER: Doug Thornburg, AIA, CBO, is currently Vice-President of Education and Certification for the International Code Council (ICC). Prior to ICC he spent nine years as a code consultant and educator on building codes. Formerly Vice-President/Education for the International Conference of Building Officials (ICBO), Doug also continues to develop and present building code seminars nationally and has developed numerous educational texts and resource materials.  He was presented with ICC’s inaugural Educator of the Year award in 2008, recognizing his outstanding contribution in education and training.  A graduate of Kansas State University and registered architect, Doug has over 34 years of experience in building code training and administration.  He has authored a variety of code-related support publications, including the IBC Handbook and the Significant Changes to the International Building Code.
